Summary
In recent decades, following the changes in the attitude towards cultural and historical heritage and its values, the value-based management plan approach as the most common conservation plan has been considered by scientific societies at the international level. The management plan for a historical complex or site is an integrated plan of planning and actions that determine the necessary goals and arrangements for the protection, use and development of cultural and historical heritage sites. Its main purpose is the semantic importance of the place to promote the values attributed to it by all groups in society and achieving this goal is possible through a structured management program based on community value systems, which prioritize them from a public perspective as the proposed framework of the plan.
In order to maintain the semantic importance of the place, three stages of understanding the place, policy-making, and management must be considered, and this process is achieved through the participation of conservation experts, the local community, and stakeholders.
In this dissertation, considering the basic role of value-based management program as a tool that aims to use all groups in society to protect the values of cultural-historical sites, by developing a conceptual and managerial framework based on reading conventions and operational instructions of organizations International institutions and the analysis of related theories and the study of the value system of heritage from a cultural and historical perspective to answer the main question of the research.
This management program pays special attention to the basic needs of the collection in the fields of social, cultural, artistic, economic, environmental, conservation, research and introduction in the form of short-term, medium-term and long-term plans. Accurate and timely implementation of these programs, the necessary arrangements for the maintenance and survival of the historical bazaar complex of Urmia, have been scientifically predicted.
