صادرات خدمات فني و مهندسي يكي از مهمترين اولويت‌هاي توسعه‌اي كشورهاست. توجه روزافزون كشورهاي دنيا به صادرات خدمات و تغيير قوانين رقابت در اين خصوص، بهترين نشانه براي افزايش اهميت آن مي‌باشد. كشور ايران نيز با توجه به گذار از دوران سازندگي و ايجاد توانمندي مطلوب در شركت‌هاي ايراني، توجه ويژه‌اي به اين بخش دارد. صنعت آب و برق يكي از صنايع راهبردي كشور و طبق آمارها، در صدر صادرات خدمات فني و مهندسي ايران قرار گرفته است. در اين پژوهش با استفاده از روش تحليل مضمون يا تِم، مفاهيم و شاخص‌هاي اوليه گردآوري و طي مصاحبه با خبرگان، اين مفاهيم تدقيق و اصلاح گرديد. سپس فرم نظرسنجي از فعالان صادرات خدمات فني و مهندسي طراحي و تكميل گرديد و نتايج آن با مفاهيم اوليه مقابله داده شد. جمع‌بندي نتايج و انجام مدل‌سازي ساختاري تفسيري (ISM)، مهمترين موانع و راهكارها را مشخص نمود. مهمترين موانع: حمايت دولت، ساختاري، سازمان‌هاي مرتبط، فنون بازاريابي. مهمترين راهكارها: ترميم قوانين براي حمايت بيشتر، مشوق‌هاي صادراتي، حمايت دولت از شركت‌ها، اصلاح ساختارها. در نهايت با انجام تحليل SWOT، طرح‌ريزي راهبردي و دسته‌بندي راهكارها و استراتژي‌ها انجام شد.

Strategic Planning of Export of Technical and Engineering Services (Case Study: Water and Power Industry)

Export of technical and engineering services is one of the most important development priorities of countries. The increasing attention of the countries of the world to the export of services and also the change of competition laws in this regard is the best indication to increase its importance. I.R.Iran also pays special attention to this sector due to the transition from the construction era and the creation of capabilities created in Iranian companies. Water and power industry is one of the strategic industries of the country and according to statistics, is at the top of Iran's technical and engineering services exports. In this research, with using thematic analysis method, the initial concepts and indicators were collected and during the interview with experts, these concepts were edited and modified. Then, the survey form of technical and engineering services export activists was designed and completed and the results were compared with the basic concepts. Summarizing the results and performing interpretive structural modeling (ISM) identified the most important obstacles and solutions. The most important obstacles: government support, structural, related organizations, marketing techniques. The most important solutions: restore the rules for more support, export incentives, government support for companies, reform of structures. Finally, by performing SWOT analysis, strategic planning and classification of strategies was done.
