حفاظت پويا از بافت تاريخي و نقش آن در توسعه شهري جچكيدهبافت تاريخي شهرهاي ايران داراي نظامي همگن، متشكل از ساختارهاي كالبدي و غيركالبدي (فرهنگي، اجتماعي و...)بودهاست؛ كه ارتقاي آن، مرهون تعامل بين اين ساختارهامي باشد.بررسي نقش و ويژگيهاي هريك، مي تواند منجر به تقويت نظام "حفاظت از بافت تاريخي با رويكرد پويا"گرددو دراين امرتاثيراساسيداشتهباشد. تغييرات سريع و لجامگسيختهشهرها و گسترشفيزيكي آنها، به ويژه از دهه1340ه.ش،موجببرهم خوردن نظم، تعادل و استمرار تاريخي در ساختارهاي اصيل شهرهاي ايران گرديده است.كمتوجهي به بافت تاريخي و غفلت از توانمندي ها و داراييهاي ارزشمند آن، بافت تاريخي را از جرگه حيات فعال و سرزنده خارج نموده ومع لات بسياري را موجب گشتهاست. بر اين اساس،"حفاظت پويا"از بافت تاريخي؛و توسعه برمبناي اين حفاظت،تحت عنوان"توسعه حفاظت محور"با رويكرد پويا،به منظور قابل زيست و سامانمند نمودن محيط و ارتقاي كيفيت زندگي و منزلت فرهنگي اجتماعي، با استفاده از دارايي هاي موجود در شهرهاي تاريخي ايران، موضوعيت مييابد. در نظام توسعه برمبناي "حفاظت پويا"از دارايي ها و ظرفيت هاي موجود و استفاده دوباره از آن، متناسب با زندگي جديد(توسعه حفاظت محور)، هماهنگ با مباني"توسعه پايدار"، براساس الگوهاي اصيل و هماهنگ با روح زمانه، امري ضروريست. با همسويي و مشاركت ساكنين بافت تاريخي، مالكين ابنيه، مديريت شهري و نهادهاي اجرايي مرتبط، مي توان از روند فرسايشي بافت تاريخي در ابعاد گوناگون جلوگيري به عمل آورده و وحدت، يكپارچگي، پايداري و تعادل ف اي شهري را ت مين نمود. اين امر موجب بازگرداندن بافت تاريخي شهري به چرخه حيات گشته، استمرار و تداوم زندگي را در آن، ميسر مي گرداند. در اكثر تجارب جهاني، نيز با تاكيد بر ارتباط بين مقوله "حفاظت"و "توسعه"،توجهات معطو به دارايي هاي بافتهاي تاريخي و توسعهايي است كه ميتواند "از درون"، اتفاق بيفتد. پرسشاين است كه "حفاظت پويا"از بافت تاريخي شهرهاي ايران و توسعه، برمبناي آن، از چه ويژگي هايي برخوردار است؛ و"حفاظت پويا"، ايفاگر چه نقشي در"توسعهحفاظت محور"است ؟ هد عمده اين رساله، تدقيق مفهوم "حفاظت پويا"و "توسعه حفاظت محور"براي استفاده از آن در ادبيات حفاظت و احياي بافت هاي تاريخي ضمن توجه به زمينه، ارزشهاو مفاهيممربو ه،همچنين يافتن عمده ترين مولفه هاي تاثيرگذار بر مقوله ي "حفاظت پويا"و دست يابي به راهبردهايي در اين زمينه است .دراين راستا، با بهرهگيري از شيوه پژوهش تحليل محتوا با رويكرد كيفي، با شيوه دادهپردازي توصيفي تحليلي، در بعد نظر(منابع مكتوب، آراي صاحبنظرانامر، منشورها و بيانيه هاي جهاني مرتبط) و در بعد عمل(تجارب داخلي و جهاني پيشقراولو تأثيرگذاردر باب حفاظت و احياي بافت هاي تاريخي)، مباني نظري موجود و نتايج اجرايي اين مباني با روش بررسي تفسيري تاريخي، محك زده شده است. بافت تاريخي اودلاجان، به عنوان بخشي از هويت تاريخي شهرتهران،نمونه موردي پژوهش حاضر است.دست آورد اين پژوهش، تدقيقمفهوم "حفاظت پويا"و "توسعه حفاظت محور"بارويكرد پويا،واژگان مغفول ماندهدر ادبيات حفاظت و احياي بافت هاي تاريخي ايران؛ همچنين، ارائه ويژگي ها واستخراج مؤلفههايبنيادين"حفاظت پويا"از بافت تاريخيشهرهاي ايران؛ وحصول با اهميت ترين مؤلفههاي مغفول مانده در اين حوزه؛ و با ياري جستن از اين شاخص ها،نيل به راهبردهاي مرتبط با امر"حفاظت پويا"از بافت هاي تاريخي؛ كهدر صورت توجه و بهكارگيري،مكمل روشهاي پيشين در اين حوزه، خواهد بود."حفاظت پويا"از بافت تاريخيبه عنوان نظريه اصلي پژوهش؛ وهمچنين،توسعه شهري برمبناياين حفاظت، تحت عنوان"توسعه حفاظت محور"با رويكرد پويا،به عنوان نگرش نويندرسيرتحول نگرش هاي حفاظت وتوسعه بارويكرد يكپارچه، قابل تاكيد است.

Dynamic Conservation of Historic Fabrics and its role in Urban DevelopmentCase study: Historic Fabrics of Odlajan, Tehran

The historical fabricoftheIranian cities has a homogeneous system, consisting of physical and non-physical structures (cultural, social, etc.) andits development depends on the interaction between these structures.Examining the role and characteristics of each canresult in reinforcementof the “Conservationof historical fabrics with a dynamic approach” and have a major impact on this issue. The rapid and unrestrained transformations in the Iranian cities and their physical expansion, particularly since 1960s, have disrupted the order, balance and historical continuity of the original structure of the cities. Indifference towards the historical fabrics and neglecting their valuable potentials and assets, have taken the historical fabrics out of their natural orbit of liveliness and active life, and have ensued serious problems. According to this, the concept of "dynamic conservation" of the historical fabrics؛and development based on this preservation approach, is justified, which will be henceforth referred to as "Development based on conservation" with a dynamic approach,The aim of this approach is to organized and revitalize the environment and improve the quality of life and socio-cultural status of the historical fabrics using the existing assets of the historic cities of Iran. A development system based on "dynamic conservation" entails using the existing assets and capacities, and their reutilization, compatible with modern life (Development based on conservation) and in accordance with the principles of "sustainable development", based on the original patterns and consistent with the spirit of the time,is the necessary subject.With public engagement and participation of the residents, building owners, urban management bodies, and related executive institutions, it is possible to prevent the process of gradual erosion in various dimensions in historical fabrics, and guarantee the unity, integrity, stability and balance of the urban space. This will help to restore life in the historical fabrics of the cities, and enable the continuation of life in the future. Similarly, in the majority of international experiences, with an emphasis on the relationship between "conservation" and "development", the main attention is given to the assets of historical fabrics and the developments that can take place "from inside". The question is what are the characteristics of a "dynamic conservation" of the historical fabric of Iranian cities and a development based on it; and what is the roleof "dynamic conservation" in "development based on conservation"? The main purpose of this dissertation is to delineate the concept of "dynamic conservation" and "Development based on conservation" for future use in the literature of conservationand revitalization of historic fabrics, while incorporating components such as setting, values and related subjects into the definition. It also aims to identify the main factors influencing "dynamic conservation" and to find effective strategies for this case. Accordingly,with using Content analysis method,Inthe two dimensions of “theory” (written sources, opinions of experts, relevant charters and global statements) and “practice” (influential and avant-garde domestic and international experiences in the field of conservationand restoration ofhistorical fabrics) are studied; to investigate the former, a qualitative content analysis approach is applied, with using the method of descriptive-analytical data processing; while for the latter dimension the method ofhistorical-interpretive research is used to assess the existing theories and the results of their real-world application. The historical neighborhood of Oudaljan, as a part of the historical identity of Tehran, is chosen for the case study of the present research.The result of this research is, first, to delineate the "dynamic conservation" and "Development based on conservationwith a dynamic approach" concepts -terms that have so far been neglected in the literature of conservationand restorationof Iranian historical fabrics –and second, to present features and extract the fundamental components of "dynamic conservation"from the historical fabrics of Iranian cities, and to identify the most important, yet neglected, components in this area, in orderto use them in achieving the strategies of "dynamic conservation" of historical fabrics; Strategies and components, which, if considered and applied, will complement the previous methods in this field. "Dynamic conservation" of the historical fabric as the main theory of research, and also urban development based on this conservationstrategy, coalesced under the title of "Development based on conservation" with a dynamic approach, can be ها181emphasized as a new perspective in the evolution of the strategies of “conservationand development with unified approaches”
