To examine the performance of development organizations in advanced industries, one must first examine the main functions of development organizations. According to previous research and related documentary studies, 130 available documents about development organizations were studied. Using Dixon Woods method, based on the clarity of the document questions, the relationship between the content of the documents and the research and validity of the document, 33 documents were selected and used as input to the meta-synthesis process. For meta-synthesis, the seven-step method of Sandlowski and Barroso was chosen. As a result of meta-synthesis analysis on 33 selected documents, 141 codes related to the micro-functions of development organizations were obtained, which were divided into 13 main categories. The main functions of development organizations include policy and industrial planning, attracting foreign investment, export development, education and consulting, culture and promotion, technology development, export development, networking and optimization, small-scale business empowerment, empowerment And the creation of large businesses and railroads, effective communication with universities, support and support, supervision and interaction, the expansion of domestic investment. The validity of the extracted meta-synthesis codes was confirmed using the kappa index. Then, based on the functions obtained from the meta-synthesis, in-depth interview questions were designed to evaluate the performance of the Industrial Development and Renovation Organization, designed and interviewed with experts in this field, and as a result, obstacles affecting the functions of the Industrial Development and Renovation Organization , Counted. The codes extracted from the interviews were confirmed by the reliability method between the coders. In total, 54 obstacles affecting the functions of the Industrial Development and Renovation Organization of Iran were identified, which were divided into six basic categories: human resources, private sector, financing, divestitures, structure and processes, laws and policies.
