بانك زمان به عنوان پديدهاي نوظهور در جوامع رو به توسعه همچون ايران به عنوان سازوكار تبادل يا تهاتر خدمت بدون ميانجي پول بوده و بر اصولي همچون احترام متقابل و برابري استوار است. اين نوع از بانك كه هدف غايي آن توسعه انسجام اجتماعي و تقويت رويكردهاي حمايتي افراد در قبال يكديگر ميباشد، ايدهاي است كه در صورت تحقق اثربخش آن در حوزهها و بخشهاي مختلف ميتواند منجر به ايجاد جو همدلي و همكاري در بخشهاي مختلف اجتماع گردد. با اين حال عليرغم حضور و فعاليت چنين بانكهايي در كشورهاي توسعه يافته و پيامدهاي مطلوب ناشي از آن، بانك زمان در ايران پديدهاي به شدت نوظهور بوده و در حال طي نمودن گامهاي اوليه آشنايي و اقدام توسط سازمانهاي مختلف ميباشد. از مشكلات مربوط به عدم توسعه بانك زمان در ايران ميتوان با عدم آشنايي مديران و تصميمگيران با الزامات و راهكارهاي اجراي بانك زمان اشاره نمود. از اين رو مطالعه حاضر با علم به وجود دانش اندك داخلي در اين زمينه تمركز پژوهشي خود را بر بررسي راهكارها و زيرساختهاي فناورانه لازم براي اجراي بانك زمان در سطح نيروهاي مسلح جمهوري اسلامي ايران قرار داده است. اين مطالعه رويكرد كلي خود را مبتني بر روش كيفي قرار داده و دادههاي مورد نياز مبتني بر ابزار مصاحبه نيمهساختاريافته و نظرات سه تن از خبرگان حوزه فناوري اطلاعات و ارتباطات در نيروهاي مسلح جمهوري اسلامي ايران گرداوري گرديد. دادههاي گرداوري شده مبتني بر روش تحليل مضمون و تحليل گرديدند. نتايج حاصل از تحليل دادهها نشان داد كه الزامات و راهكارهاي اجراي بانك زمان در MAXQDA در نرم افزار دو دسته كلي عوامل كلي و عوامل فني و تخصصي قرار ميگيرند. عوامل كلي و عمومي دربردارنده عناصري در حيطه سرور، سخت افزار، وبسايت، اپليكيشن و زيرساختهاي اجرايي بوده و عوامل فني نيز دربردارنده عناصري در حيطه الزامات سخت افزاري و نرم افزاري ميباشند. مبتني بر راهكارها و الزامات عمومي و فني شناسايي شده، مديران و تصميمگيران فناوري اطلاعات در سطح نيروهاي مسلح قادر خواهند بود تا فرايندهاي ايجاد و توسعه بانك زمان را بهگونهاي اثربخشتر مديريت نمايند

Investigating the necessary technological solutions and infrastructures for the implementation of the time bank at the level of the Armed Forces of the Islamic Republic of Iran

Time bank is an emerging phenomenon in developing societies such as Iran as a mechanism of exchange of service without the mediation of money is based on principles such as mutual respect and equality. This type of bank, whose ultimate goal is to develop social cohesion and strengthen the supportive attitudes of individuals towards each other, is an idea that, if realized effectively in various areas and sectors, can lead to an atmosphere of empathy and cooperate in different parts of the community. However, despite the presence and activity of such banks in developed countries and the desired consequences, time bank in Iran is a highly emerging phenomenon and is going through the initial steps of familiarity and action by the organization. One of the problems related to the lack of development of time banks in Iran is the lack of familiarity of managers and decision makers with the requirements and strategies for the implementation of them. Therefore, the present study, knowing the existence of little internal knowledge in this field, has focused its research on examining the solutions and technological infrastructure necessary for the implementation of the time bank at the level of the Armed Forces of the Islamic Republic of Iran. This study based its general approach on a qualitative method and collected the required data based on semi-structured interview tools and the opinions of three experts in the field of information and communication technology in the Armed Forces of the Islamic Republic of Iran. The collected data were analyzed based on the thematic analysis method in MAXQDA software. The results of data analysis showed that the requirements and implementation strategies of the time bank fall into two general categories of general factors and technical and specialized factors. General factors include elements in the field of server, hardware, website, application and executive infrastructure, and technical factors also include elements in the field of hardware and software requirements. Based on the identified general and technical solutions and requirements, IT managers and decision makers at the Armed Forces will be able to manage the processes of creating and developing a time bank in a more effectively way.
