In power plants, oil, gas, refineries, etc. They have quantities of electricity loss, water loss, fuel loss, product loss, service loss, waste of human resources services, waste of other materials and resources, waste of materials, waste of gas received, waste of refinery fuel, waste of flare emissions or burners, acid emissions.
The research innovation has been that the waste of industries related to energy carriers in the refinery industry such as gas received and fuel of refineries, acidic gases, burner fuel (flares), overhead, etc. Using the approach of data envelopment analysis model(DEA), available variables of the refinery industries of the country and during interviews with some experts, analysis and ranking of efficient refineries based on technical efficiency was calculated and obtained by software and it was found that the use of negative or intangible inputs and/ outputs leads to more accurate efficiency numbers calculation.
By examining the results of the efficiency of three selected groups of Iranian gas refineries, Iranian oil refineries and Iraqi refineries, it can be seen that importing negative inputs and outputs and intangible items in efficiency measurement calculations makes it the most efficient refinery in the gas group, with a significant distance from other refineries that can be modeled.
The efficiencies that are far from score 1 also show more accuracy of the calculated in determining the inefficiency of those refineries.Compared to oil and gas refineries, it can be observed that efficiency in gas refineries is more accurate because more intangible assets have been inputs and outputs and also negative types are entered in the calculations, the direction that makes it possible to calculate and apply intangible assets so that the refinery industries can have a more accurate evaluation of their efficiency.Also, In Iranian refineries, it can be seen that by reducing personnel and reducing physical assets (land), the efficiency of other refineries can be reduced to the efficiency of Bidboland refinery. the best figures in its inputs indicate a better organization in this refinery and also the new equipment, and if possible, for other refineries, modernization of units with modern technology can reduce harmful emissions and increase the efficiency of refineries. The resources needed for reconstruction investment are accepted by the sale of surplus land adjacent to the refinery to the peripheral industries and petro refineries where other companies have a special feature for investment.
