در قرن حاضر با روند رو به رشد شهرنشيني و توسعه بي رويه شهرها و به دنبال آن گسترش ساخت آزادراه ها و جاده ها مواجهيم. آزادراه ها جايگاه مهمي را در سطح ملي و بين المللي كشور دارا مي باشند و از همين نظر داراي اثرات گسترده در ابعاد مختلف بر محيط زيست و كيفيت زندگي جوامع دارا هستند. از هم گسيختگي، تضعيف بنيان هاي اكولوژيكي حساس، افزايش آلودگي هاي محيطي و حداكثر مداخله در طبيعت از عواملي هستند كه در اثر گسترش آزادراه ها ايجاد شده است. بررسي ها نشان مي دهد ساخت آزادراه ها در ايران داراي نارسايي هايي در رابطه با ارزيابي ها و ملاحظات اكولوژيكي در فاز ساختماني و بهره برداري مي باشد. بنابر اين تحقيق به دنبال استخراج شاخص هاي برنامه ريزي اكولوژيك در ايران و تدوين الزامات برنامه ريزي منطقه اي جهت ارتقا كيفيت زيست محيطي مي باشد. روش تحقيق به كار گرفته شده از نوع كيفي و كاربردي است. در اين پژوهش از ادبيات مرتبط با موضوع و بررسي تجارب جهت استخراج مولفه و معيارهاي مرتبط با موضوع صورت گرفته است. ارزيابي مولفه و معيارها و ضرورت اصلي برنامه ريزي اكولوژيك از طريق مطالعه اسناد مربوطه، مطالعه گزارش هاي فني و تخصصي احداث آزادراه ها و شيوه استدلال منطق بهره گرفته شده است. در اين پژوهش با بررسي مطالعات زيست محيطي نمونه هاي آزادراهي در ايران، كه همگي معطوف به ارزيابي زيست محيطي قبل از اجرا هستند، به تدوين الزامات توسعه اكولوژيك محورهاي آزادراهي در فازهاي قبل از اجرا، حين اجرا و بعد از اجرا، از طريق مطالعه ادبيات و تجارب مرتبط با پژوهش و بررسي نمونه هاي آزادراهي در ايران رسيده است. پيشنهاد مي شود الزامات و ملاحظات توسعه اكولوژيك محورهاي آزادراهي توسط شركت ساخت و توسعه زيرساخت ها و زيربناهاي حمل و نقلي كشور به عنوان مجري تخصصي مطالعه و اجراي طرح ها قرار گيرد.

Ecological Development Planning of Freeways and Presenting its Requirements on a Regional Scale in Iran

In the present century, we are facing the growing trend of urbanization and the uncontrolled development of cities, followed by the expansion of the construction of freeways and roads. Freeways have an important place in the national and international level of the country and in this regard have a wide impact in various dimensions on the environment and the quality of life of communities. Disruption, weakening of ecologically sensitive foundations, increasing environmental pollution and maximum intervention in nature are some of the factors caused by the expansion of freeways. Studies show that the construction of freeways in Iran has shortcomings in relation to environmental assessments and considerations in the construction and operation phase. Therefore, this research seeks to extract ecological planning indicators in Iran and formulate regional planning requirements to improve environmental quality. The research method used is qualitative and applied. In this research, the literature related to the subject and the study of experiences to extract the components and criteria related to the subject has been done. Assessment of components and criteria and the main necessity of ecological planning has been used through the study of relevant documents, study of technical and specialized reports on the construction of freeways and the method of reasoning. In this study, by examining the environmental studies of freeway samples in Iran, which are all focused on environmental assessment before implementation, to develop the requirements for ecological development of freeway axes in the pre-implementation, during implementation and after implementation phases, through literature study And experiences related to research and study of freeway examples in Iran. It is suggested that the requirements and considerations of ecological development of freeway axes be studied and implemented by the company for construction and development of infrastructure and transportation infrastructure of the country as a specialized executor.
