جهاني شدن و ارتباط با ساير كشور ها در دنياي امروز امري اجتناب ناپذير گشته، به همين جهت در راستاي ارتباط با نظام اقتصاد جهاني و افزايش ارتباطات ميان كشورها، موضوع مناطق آزاد تجاري بسيار مورد توجه كشورها، خصوصا كشورهاي درحال توسعه قرار گرفته است و از آن بعنوان راهبردي براي خروج از شرايط اقتصادي فعلي خود استفاده مي كنند. به اين دليل كه موضوع مناطق آزاد داراي جنبه هاي متفاوت در زمينه هاي مختلف مي باشد اين پژوهش سعي نموده از ديدگاه "سياست گذاري زمين" به بررسي مناطق آزاد به صورت عام در جهان و خاص در ايران بپردازد و يك الگوي سياست گذاري براي توسعه و برنامه ريزي آنان ارائه دهد و جهت چهار هدف اصلي را دنبال مي كند: گونه شناسي انواع مناطق آزاد و ويژه اقتصادي در جهان، شناسايي شاخص هاي تعيين مناطق آزاد، ارائه چارچوب سياست گذاري زمين به مفهوم عام در مناطق آزاد جهان، و نهايتا ارائه چارچوب سياست گذاري زمين به مفهوم خاص در منطقه آزاد چابهار كه در پنج فصل ارائه شده است. اين پژوهش به دنبال محصولي عملي در زمينه واقعي است و منشا الگويي در برنامه ريزي مناطق آزاد است و مي توان ردپاي فلسفه عملگرايي را در اين پژوهش جست و جو كرد. از حيث هدف پژوهش بنيادي و كاربردي است كه در تلاش است با گسترش دانش، معضلاتي را در زمينه سياست گذاري زمين در مناطق آزاد حل نمايد. از اين رو راهبرد پژوهش موردكاوي و هدف آن اكتشاف، توصيف و پيش بيني است كه از مطالعات كتابخانه اي، كتب، مقالات و اسناد استفاده شده است. ابتدا در فصل دوم مباني نظري و تجربيات در زمينه پژوهش مورد بررسي قرار گرفته و الگوهاي سياست گذاري زمين به صورت عام براي 11 زون عملكردي مختلف كه از تجربيات جهاني بدست آمده ارائه شده است. در ادامه به صورت خاص براي سياست گذاري زمين در منطقه چابهار و توسعه آن از يك منطقه آزاد كوچك به يك منطقه آزاد در مقياس شهرستان چابهار از روش آينده پژوهي استفاده شده و از طريق استخراج پيشران هاي توسعه از طرح هاي فرادست و تجربيات جهاني و تعيين تاثيرات آنان مهم ترين پيشران ها تعيين شده و سناريو سازي انجام مي گيرد. در مرحله بعد پس از تعيين سناريوي منتخب، براي تعيين زون هاي عملكردي مناسب اين منطقه از تركيب روش تحليل سليه مراتبي، سناريو ويزارد و طيف ليكرت استفاده شده كه شش زون مسكوني، گردشگري ، كشاورزي و غذا و دارو، دانش محور و استارتاپي و صنايع هاي تكنولوژي، بندرگاهي و صنايع درياپايه ، و در نهايت صنايع سنگين ،پتروشيمي و نفت بعنوان زون هاي عملكردي مناسب پيشنهاد شده اند و در مرحله آخر براي مكان يابي اولويت هاي استقرار آنان از نرم افزار جي اي اس استفاده شده تا سياست گذاري زمين براي منطقه آزاد چابهار بعنوان يك منطقه آزاد در مقياس وسيع تر از امروز انجام شود.

Analysis and presentation of land policy system in free trade and Economic zones: A case of Chabahar Free Zone

Globalization and communication with other countries in today's world have became inevitable, that is why in order to connect with the global economic system and increase communication between countries, in recent years Free trade zones have attracted a lot of attention from countries, especially developing countries And use it as a strategy to get out of their current economic situation. Because of the issue of free trade zones have different and complex aspects in different fields, this research has tried to study free zones in general in the world and in Iran in particular from the perspective of regional planning and "land policy" and to provide a policy model for their development and planning. Therefore , it has four specific goals that seek to answer the following question:What are the different types of special economic and free trade zones in the world? What are the criteria and indicators for determining free zones? What is the land policy framework in the general concept in free zones of the world? What should be the land policy framework in Chabahar free zone according to its characteristics? Which is presented in five chapters. thus the current study develops indicators in the framework of practical factors. In terms of purpose, it is a fundamental and applied research that tries to solve land policy problems in free trade zones by expanding knowledge. Therefore, the research strategy is case study and its purpose is to explore, describe and predict that books, articles and documents have been used. main reserch findings are as follows: Determining land policy patterns for 11 functional zones derived from global experiences and In the following, specifically for land policy in Chabahar region and its development from a small free zone to a larger scale, the future study method has been used. And by extracting the drivers of development from high-level projects and global experiences and determining their effects, the most important drivers are determined and scenario making is done. after determining the scenario, a combination of hierarchical analysis method, Scenario Wizard and Likert scale is used to determine the appropriate functional zones of this region. Residential, tourism, agriculture - food and medicine, knowledge-based and startup industries and high technology, port and seafront industries - logistics and support services, and finally Heavy industries, petrochemicals and oil have been proposed as suitable functional zones.the functional zones are located based on indicators that Chabahar Free Zone operates as a free zone on a larger scale than today.
