Health is a fundamental human right so the right to have access to health care services including hospitals, clinics, laboratories and emergencies is a basic human right. Emergency medical service systems are one of the most important health systems that have been considered by health researchers due to their significant impact on the quality of health services and patient mortality rate. These systems are responsible for responding to patients' requests as soon as possible in order to perform pre-hospital operations. emergency services systems need to take many decisions in a short period to ensure good quality services and face challenges for this purpose. accordingly, in this study the principles and concepts of health supply chain are explained and the challenges in emergency service systems are discussed. literature and effective factors on two issues including ambulances and emergency patients' assignment to hospital and their important role on health systems are investigated. And with the classification of literature, identifying the research gap and research feasibility, an integrated system based on mathematical model is proposed to optimize both the above models simultaneously. The proposed model is a mixed integer non-linear programming (MINLP) model which, after linearization, converts to a mixed integer linear programming (MILP) model and is solved using the compromise programming method. The results of model implementation in a case study show that the model is able to "average response time per demand" of 21, 18 and 15 percent, respectively, "demand coverage rate", respectively, at the levels of emergency, emergency and semi-emergency. Improve 41, 26 and 14%. Also, "the average amount of improvement in patients after being released from the hospital" in cardiovascular patients, 37 %, a brain of 55 %, an internal injury of 18 %, and a loss of a member of 5 % , indicating the superiority of the model relative to the current state of the system.
