Changes in household income, housing prices and rents have resulted in a crisis that has made the balance between household income and housing costs critical, especially for the low-income groups in Iran. Currently, the share of housing in the Iranian household expenditure basket has increased to 34%; While its normal size in the world is about 25%. This index has also increased up to 40% among the low-income groups. One of the solutions that the government has adopted to solve this problem is the Mehr social housing project on the outskirts of cities. However, it seems that the use of Mehr housing and other government housing outside the city for low-income people has led to the deprivation of these people of equal opportunities such as having good schools and gathering low-income citizens in one place and the resulting damage.Therefore, due to the necessity of this issue in the present study, the effective factors in designing a residential complex including low-income and middle-income people with regard to social infrastructure under the title of mixed-income residential complex to reduce class differences and increase social interactions. The approach adopted for design is a combination of housing development and separation, because today, with the change of life pattern and family structure, people's need for residential spaces in different periods is changing, and thus yesterday's house is a suitable house for tomorrow's people. Therefore, adopting a development approach and segregating the changing conditions of the residents not only provides the lowest cost and the shortest way, but also responds to a wider range of residents' needs. Therefore, in the present study, first, the library research method and the concepts of combined income and the concepts of development and segregation have been studied. In order to prioritize and determine the most appropriate criteria for development and separation, the method of hierarchical analysis process has been used and in this regard, the opinion of experts in the field of housing design has been used to identify the most appropriate criteria for development and separation.
