ارزيابي عملكرد مناطق ويژه اقتصادي و برنامه‌ريزي جهت بهبود تأثيرآن بر توسعه‌منطقه‌اي (نمونه موردي: منطقه ويژه اقتصادي اميرآباد)

برنامه‌ريزي جهت توسعه منطقه‌اي در اقصي نقاط كشور بنابر شرايط خاص و ويژه آن از اهميت خاصي برخوردار است. يكي از روش‌هاي ايجاد توسعه منطقه‌اي، تعيين مناطق آزاد و ويژه اقتصادي مي‌باشد كه از اهداف اصلي شكل گيري چنين مناطقي نيز دست‌يابي به توسعه منطقه‌اي است اما بررسي هاي صورت گرفته نشان مي‌دهد حركت توسعه مناطق ويژه اقتصادي محدود به درون مرزهاي خود شده و ارتباط قابل توجهي با نواحي جغرافيايي اطراف خود ايجاد نكرده‌اند. منطقه ويژه اقتصادي بندر اميرآباد با دارا بودن 1060 هكتار زمين (و 1060 هكتار اراضي پشتيبان) در سال 1380 به طور رسمي شروع به كار كرده است. هدف پژوهش حاضر استخراج الگوي در جهت ارزيابي عملكرد منطقه ويژه اقتصادي بندر اميرآباد در راستاي توسعه منطقه اي مي باشد و در ادامه به ارائه راهبردهايي در جهت بالفعل شدن ظرفيت هاي بالقوه منطقه و ايجاد توسعه در نواحي جغرافيايي اطراف پرداخته شده است. اين پژوهش از نوع كاربردي بوده كه از روش توصيفي- تحليلي-پيمايشي بهره برده است. در اين راستا ابتدا با مرور بر مباني نظري مرتبط و تجارب جهاني، اقدام به استخراج ويژگي هاي مناطق ويژه اقتصادي بندري نموده ايم و در ادامه با بررسي و شناخت شاخص هاي توسعه منطقه‌اي مرتبط، با همپوشاني آن‌ها (با در نظرگيري انطباق پذيري و الزامات قانوني و محيطي) اقدام به تعيين شاخص هاي ارزيابي عملكرد مناطق ويژه اقتصادي كرده‌ايم و سپس با استفاده از داده‌ها و آمار كمي، مصاحبه و برداشت ميداني اقدام به ارزيابي عملكرد منطقه ويژه اقتصادي بندر اميرآباد نموديم و با استفاده از جدول SWOT و ماتريس برنامه ريزي كمي QSPM به تعيين راهبردهاي توسعه‌اي مناسب در راستاي بهبود عملكرد بندر اميرآباد و تاثيرگذاري مثبت آن در راستاي توسعه نواحي اطراف پرداخته شده است. نتايج پژوهش حاكي از ايجاد بستر و ظرفيت مناسب در راستاي توسعه منطقه اي ناشي از ايجاد مناطق ويژه اقتصادي مي باشد اما به دليل عدم ارتباط في مابين بندر و نواحي جغرافيايي اطراف نتايج مطلوبي حاصل نشده است. در زمينه‌هايي از قبيل واردات هدفمند و جذب سرمايه‌گذار منطقه ويژه اقتصادي بندر اميرآباد عملكرد نسبتا قابل قبولي داشته و مواردي مانند توسعه فعاليت‌هاي توليدي و صادراتي و ايجاد ارتباط و همپيوندي با نواحي پيرامون نمره قابل قبولي كسب نكرده و يا حتي هيچ اقدامي در راستاي آن (مثل رونق گردشگري)صورت نپذيرفته شده است كه از دلايل اصلي عدم دست‌يابي به توسعه منطقه‌اي مي‌باشد. مهمترين هدف منطقه ويژه اقتصادي بندر اميرآباد در راستاي بهبود عملكرد و تاثير بر توسعه منطقه‌اي بايد تغيير رويكرد از واردات محوري به صادرات محوري باشد كه راهبردهاي لازم در اين خصوص ارائه شده است كه از آن ها ميتوان به: ايجاد فرصت‌هاي شغلي جديد و ارتقاي سطح اشتغال منطقه با رويكرد توسعه‌درون‌زا و ايجاد هم‌پيوندي عملكردي منطقه ويژه اقتصادي بندر اميرآباد با نواحي جغرافيايي اطراف بـه‌منظـور ايجاد و توسعه صنايع تبـديلي و تكميلـي اشاره كرد. همپنين راهبرد ديگري كه مي‌تواند به ما كمك، محروميت‌زدايي و توجه به پيشرفت جوامع محلي پيرامون با تقويت مسئوليت اجتماعي بندراميرآباد است. بدين ترتيب منطقه ويژه اقتصادي بندر اميرآباد به هدف اصلي خود يعني ايجاد اشتغال مستقيم و غيرمستقيم افزايش توليد و صادرات محصولات توليدي و به تبع آن ايجاد ارزآوري براي كشور دست پيدا مي‌كند كه نهايتا منجر به توسعه نواحي اطراف مي گردد.

Evaluating the performance of special economic zones and planning to improve its impact on regional development (Case study: SEZ of Amirabad port)

Planning for regional development in all parts of the country according to its unique conditions is of particular importance. One of the methods to create regional development is to determine free and special economic zones, which is one of the main goals of the formation of such zones is to achieve regional development. However, studies show that the development of special economic zones is limited within its borders and has a significant relationship. They have not created with the surrounding geographical areas. Amirabad Port Special Economic Zone with 1060 hectares of land (and 1060 hectares of supporting lands) officially started operating in 2001. This study aims to extract a model to evaluate the performance of Amirabad Port Special Economic Zone for regional development and then to provide strategies to realize the potential of the region and create development in the surrounding geographical areas. This research is an applied type that has used the descriptive-analytical-survey method. In this regard, first, by reviewing the relevant theoretical foundations and global experiences, we have extracted the characteristics of port special economic zones and then by examining and recognizing the development indicators of related zones, with their overlap (taking into account compliance and legal requirements We have determined the performance evaluation indicators of special economic zones and then using quantitative data and statistics, interviews and field surveys, we have evaluated the performance of Amirabad port special economic zone and using SWOT table and QSPM quantitative planning matrix. Appropriate development strategies have been identified to improve the performance of Amirabad port and its positive impact on the development of the surrounding areas. The research results indicate the creation of a suitable platform and capacity for regional development due to the creation of special economic zones. However, the desired results have not been achieved due to the lack of communication between the port and the surrounding geographical areas. In areas such as targeted imports and attracting investors, the Amirabad Port Special Economic Zone has relatively acceptable performance, and issues such as the development of production and export activities and establishing connections and connections with the surrounding areas have not achieved an acceptable score or even taken any action (e.g., Tourism boom) has not taken place, which is one of the main reasons for not achieving regional development. The most crucial goal of Amirabad Port Special Economic Zone in order to improve performance and impact on regional development should be to change the approach from import-oriented to export-oriented, which provides the necessary strategies in this regard, which can be: The region pointed to the endogenous development approach and the establishment of a functional alliance of the Amirabad Port Special Economic Zone with the surrounding geographical areas in order to create and develop conversion and complementary industries. Also, another strategy that can help us is to eliminate deprivation and pay attention to the progress of the surrounding local communities by strengthening the social responsibility of Bandaramirabad. Thus, the special economic zone of Amirabad port achieves its primary goal of creating direct and indirect employment, increasing the production and export of manufactured products, and, consequently, creating currency for the country, which ultimately leads to the development of the surrounding areas.
