Expressing the issue, importance and necessity: The old square of Qom is the primary core of the city. A nucleus that has witnessed many events and changes since pre-Islamic times. But over the past century, it has been unloved and disturbed over time. Its centrality and importance are slowly diminishing and it is unfamiliar to many city dwellers today. While valuable buildings in the area of the old square and bazaar of Qom, can become a tourist center and generate income. One of the main reasons for the turmoil in the old square is the separation of people and officials and the differences between decision-making organizations in this area. It was chosen as a solution for the region because public participation accelerates growth and development and reduces the problem of government budget and human resource shortages. Participation can overcome many obstacles and problems; And eliminate many social and economic harms. Objectives: This study initially seeks to measure the level of citizen participation in the protection of this historic area, to use it to achieve a plan to organize the old square. A plan that can meet the real demands and needs of the people, consider their participation in the long-term protection of the texture and be in line with the principles of urban restoration. Previous Research and Innovation: In recent years, a small number of students have researched the Old Square and the Old Bazaar. But most researches and researches have restored the single buildings and the market order, while this area is a valuable texture and should be examined with a view to the whole. So far, no comprehensive work has been done by urban organizations on this context. The issue of participation in protection is also a new topic that has not been used before for the old and surrounding context. Questions: What is the place of participation in tissue protection among city officials? What is the attitude of the people of Kohneh and Pamenar Square towards participate in the protection of texture? What is barriers to participation and the solution to increase people's participation? Expression of previous article methods: In reviewing previous research, it was found that most of them used the interview method and questionnaire. Paradigm, strategy, tools and validity of the research: This research has used a qualitative system to achieve the result. The strategy used is descriptive and survey and the tools of questionnaire, interview, library study and reference to maps and aerial photographs have been used. At first, the patterns and theories of participation were examined and by designing a questionnaire, the desired data were prepared and analyzed. The reliability of the questionnaires was determined by Cronbach's alpha method and SPSS software. Findings and Results: The research findings show that tissue individuals are interested in participating in organizing and protecting. However, they are Discouraged with the decisions of the officials and do not see any attempt to solve their problems. If the service of the officials and their presence and accountability are strengthened, the trust and belief of the people will return and their participation in urban issues will increase. Strengthening and valuing public and private institutions will pave the way for public participation in conservation. Finally, to improve the texture conditions, a plan with an area of 26000 square meters was presented for the area and its surroundings to have a comprehensive look at the texture.
