Human is a creature that constantly steps in the path of obtaining peace and comfort; Shelter is one of his primary and basic needs to reach comfort. Having adequate housing with better amenities is possible for a small number of people all over the world, and paying attention to this issue has different forms in different cities of the world, but in developing cities, due to the excessive growth of their population, this problem It is increasing every day. A problem that has not yet been paid attention to in developing cities is the provision of housing needs based on the defined criteria of "adequate housing" based on "quality indicators", which has made access to suitable and quality housing a dream. Kabul- the capital of Afghanistan, as one of the cities that is developing rapidly, its population is also increasing indiscriminately and witnessing the creation of inappropriate residential environments every day, has been selected as a case study in this research. The purpose of this research is to identify and prioritize adequate housing design solutions based on the most effective housing quality indicators for Kabul city. This research is considered to be of practical type and the method of collecting information is based on documentary-library studies, field observations and questionnaires. In the literature review section, using the descriptive-analytical method, reliable written scientific sources have been used, and the adequate housing quality indicators have been extracted using comparative comparison. Then, using the Delphi method, the classification and list of indicators has been approved by the Delphi expert panel. Then, using the case study method and with the help of objective observation tools, sample studies and conducting interviews, these indicators have been analyzed in Kabul city. After that, using the survey method and expressing the questionnaire, it was used to prioritize these indicators, and the questionnaire was answered by 80 experts from different housing sectors in Kabul city. The general results of this research show that environmental quality indicators, security and safety, infrastructure, access, economic and socio-cultural respectively have the highest priority on the design of adequate housing in Kabul city. The environmental indicator through the use of clean energy and the reduction of all kinds of pollution, as well as the security and safety indicator through round-the-clock activity in public spaces and the design of low-rise buildings can be most effective.
