In our country, ports carry approximately 90% of imports and 85% of exports, demonstrating the importance of sea transportation and ports in the country's economic development. It supports 85% of the country's container operations [2]. Due to a lack of a rich knowledge base, the distant parts of the country's ports are also in such a scenario as prospective potentials to develop the possibility of improving the generation of ports, making it difficult to make the appropriate option for them. Because the issue of upgrading the port's generation and evaluating the effects of the sea on its improvement is classified as part of dynamic socio-environmental systems, identifying its issues and problems as one of the main steps of management and planning necessitates the use of a systemic approach and a dynamic view of the system. In this study, a four-step approach for modeling the country's ports system with the goal of identifying the most important issues was developed by developing a practical model for identifying, evaluating, and prioritizing issues and strategies during planning to upgrade the generation of ports through Hinterland, taking into account the positive features of existing methods. When it comes to port generation upgrades, He introduced and implemented this approach through Mic Mac software, based on the SWAT analysis method and the structural analysis method, and in the final step of the proposed model for upgrading the Shahid Rajaei port generation, he prioritized the selected strategies in the form of the AHP method in order to prioritize the proposed strategies and set and It was said that in order to explore the impacts of the country on the improvement of the country's ports, 13 methods were prioritized out of 5 indicators of geographic, competitive, economic, customer, and government variables. It is expected that the strategies deduced from this thesis, which emphasizes the development of a professional business environment between ports and industries, logistics for greater effectiveness, and infrastructure improvement, will have a direct positive impact on the development of port generation.
