The current research has focused on the design of a station complex within the 4.6-hectare Moallem site. The area of this barren site is located in the 18th district of Tehran, where this city itself is associated with air pollution. Despite being located at the intersection of two important boulevards in Tehran's 18th district, namely the Bahar and the Moalem boulevards, and the city bus line passing by, this site does not have enough vitality. On the other hand, due to the connection and proximity of this site to urban and regional parks such as Qaim and Narges parks. Likewise, this site is located 2.5 km from the Yafet Abad furniture market, this site shows the strategic location to access land use with different functional scales. Due to this significance, this site is located on the route of the proposed line 11th of the Tehran Metro and has the capability to locate a metro station. Among other issues in the design of this site, what can be mentioned is that the site is located between three industrial, garden-agriculture, and residential zones, which affect the design of the site. One of the main goals of this research is to design to improve urban vitality according to the needs of the residents of the area as well as travelers, design to encourage the use of public and clean transportation, and design according to the location of the site and the connection of three industrial, residential and gardens-agriculture contexts which has mentioned. To achieve the mentioned goals, the transit-oriented development approach has been chosen as the main research approach that develops public, clean, and pedestrian transportation. It also pays attention to the needs of the area on various scales. To meet the needs in designing and transforming the barren land of the site into a place for people by creating social and economic benefits, the concept of place-making has also been considered in achieving the goals of the research. Based on the transportation-oriented development approach, this site is designed as a station complex that includes metro, bicycle, and taxi stations that are connected to the existing urban bus station. This site has been designed for various uses to meet the local needs of residents and travelers. The proposed uses include residential, commercial, mixed administrative-commercial-educational, cultural-artistic, recreational-sports, transportation, and park and greenspace, each of which is placed concerning the adjacent areas and serving the user. In the design of this site, a suitable route for walking and cycling has also been considered.
