Structured decision-making model for eva‎luating projects based on sustainability criteria for project portfolio management by fuzzy approach (Case study: contractors in oil and gas fields)

In order to implement its policies and goals, and to continue to grow and survive and implement its plans, every organization considers itself obliged to plan and control it in line with the organization's long-term mission and strategy. One of the problematic issues in organizations that face a large number of projects is choosing the optimal combination of projects among the feasible and economic projects that have passed the technical and economic eva‎luation stages. The main goal in managing the portfolio of projects is to allocate limited resources to the projects and plans in the portfolio based on the priorities of the decision makers. The selection of projects is one of the strategic decisions in project-oriented organizations, which is considered as one of the main and influential steps in managing the portfolio of projects. In order to choose the valorization of projects, after identifying and eva‎luating different projects, by defining different indicators and criteria, comparing projects should be done so that an optimal combination of them can be chosen. Therefore, the purpose of this research was to investigate the organized decision-making model for eva‎luating projects based on sustainability criteria for project portfolio management using a fuzzy approach (case study: oil and gas field contracting company). The research method used in this research is one of the multi-criteria decision making tools with the title (fuzzy sequential priority approach). The methods of library study and review of texts and content of materials to eva‎luate projects with a sustainability approach required the extraction of criteria in 3 sub-groups (economic, social and environmental). First, based on research literature and expert interviews, a set of success indicators of project eva‎luation criteria based on sustainability criteria for project portfolio management has been identified. Fuzzy Delphi technique has been used for screening and final confirmation of indicators. The results showed that the wisest way to have a bright future for organizations is to know their current conditions well. And in order to be successful in industry and business, they must not only manage their ongoing projects well, but also anticipate the opportunities ahead and benefit from them in the best possible way
