خيابان، حاصل شكل‌گيري نامتمركز خانه‌هاست و اصولاً وقتي موفق عمل مي‌كند كه علاوه بر ايجاد اتصال فضايي شهر، پيوندهاي اجتماعي و اقتصادي را نيز در سطوح مختلف افزايش دهد. مسأله جهاني سلطه سواره بر پياده در كشور ما از جمله كلانشهرهايي همچون تهران، ملموس‌‌تر و رفع ايرادات آن ضروري‌تر مي‌باشد، زيرا با افزايش شهرنشيني و جمعيت اين كلانشهرها، حمل‌و‌نقل يكي از عوامل ايجاد هزينه‌هاي سنگين اقتصادي، فرهنگي، اجتماعي، و مشكلات ايمني، بهداشتي، زيست محيطي و اتلاف زمان مي‌باشد و كيفيت خيابان، تأثير چشمگيري در كيفيت حمل‌ونقل و حتي تغيير سبك زندگي مي‌گذارد. از اين رو با مطرح كردن ايده‌ي "خيابان كامل" در صدد رسيدن به شهري هستيم كه براي تمام اقشار جامعه، محيطي ايمن و سالم را به ارمغان آورد و فاقد هزينه‌ها و آلودگي‌هاي شهري باشد. محور مواصلاتي شهيد سليماني در نزديكي دروازه اصلي شهريار با تهران، موقعيتي استراتژيك براي اعمال سياست‌هاي خيابان كامل را دارا مي‌‌باشد كه متاسفانه سطح سرويس براي سواره بوده و در ساعات اوج ترافيك، تبديل به عرصه‌اي شلوغ و مملوء از ترافيك شده و البته كمترين ميزان حركت پياده، دوچرخه و يا تعاملات اجتماعي را دارد. در اين پژوهش با بررسي نظريه انديشمندان معيارهاي خيابان كامل بدست آمده و در روش دلفي با بهره گيري از نظر كارشناسان تدقيق گرديد، همچنين با تحقيقات ميداني و پرسشنامه با بررسي جامعه‌ي آماري رندوم و متفاوت، محور نامبرده را تحليل و بررسي و در نهايت با ارائه آلترناتيوهاي طراحي و استفاده از روش تحليل سلسله مراتبيahp و رتبه بندي گزينه ها در روشtopsis گزينه برتر طراحي انتخاب شد، براي دستيابي به چشم انداز خيابان كامل در محدوده، اهداف و راهبرد و سياست هاي منطبق با ادبيات موضوع ارائه و درنهايت طبق چارچوب طراحي، طرح سه‌بُعدي خيابان كامل براي محدوده مطالعاتي را كه داراي شاخص هاي برتر خيابان كامل مي باشد، ترسيم گرديد.

It is environmental and a waste of time, and the quality of the street has a significant impact on the quality of transportation and even lifestyle changes. Therefore, with the concept of "Complete Street", we are aiming for a city that will provide a safe and healthy environment for all sections of the society and reduce urban costs and consumption. Shahid Soleymani transportation community near the main center of Shahriar with Tehran, has a strategic position for the implementation of complete street policies, which has excellent service for riders and during peak traffic hours, it has become a crowded and full of traffic, and of course, the least amount of pedestrian movement. he does. has bicycles and social vehicles. In this research, by examining the theory of scholars, the criteria of the perfect street were obtained, and in the Delphi method, by taking the opinions of the experts, as well as by field research and questionnaires, by examining a random statistical community with different personality, it analyzes and examines the mentioned and finally presents it with a presentation. Design alternatives and use of ahp hierarchical analysis method and ranking of options in topsis method was selected as the best design option, for categorizing the whole street in the scope, purpose, strategy and policies in accordance with the literature of the subject and finally based on the design, the three-dimensional plan of complete Street was drawn for the study area that has the best indicators of complete Street.
