The aim of the current research is to identify and prioritize the obstacles to the sustainable development of construction management in railway projects using a fuzzy multi-criteria decision-making approach. For this purpose, library studies were first conducted and based on that research gap was identified. After that, a quantitative and qualitative approach was designed, after which the obstacles to sustainable development were first identified, and then these obstacles were refined using the Delphi technique and then ranked using the fuzzy hierarchical analysis technique. It should be noted that 22 obstacles were identified, and despite refining using the Delphi method, all 22 obstacles were accepted and none were removed, and further, 5 main environmental, economic, social, engineering and project management factors were also identified, which 22 They included the agent. The results showed that among the sub-factors are travel time, wastage in materials, little knowledge about sustainability management, financial limitations, limited understanding of sustainability by stakeholders, incompetence of project managers, limited sustainable raw materials, resistance to change regarding Sustainability, poor implementation of sustainable engineering practices, low understanding of sustainable economic benefits and lack of understanding of environmental benefits are the most important among micro factors, and social, economic and environmental factors are the most important among macro factors.
