In general, according to the surveys conducted until 1365, the rural population of the country has prevailed over the urban population; But in this year, the size of the urban population of the country overcomes the rural population of the country. In fact, the proportion of the country's rural population decreased from 52.97% in 1355 to 45.71% in 1365, and on the other hand, the proportion of the urban population increased from 47.03% to 54.29%. According to the published statistics, in the current situation, about 26% of Iran's population is the rural community.
Considering the trend of rural population reduction and also considering the gap between rural and urban society, paying attention to villages and examining plans and planning patterns for this rural society has become a very important issue.
The issue and problem that has attracted the attention of scientific researches in the framework of rural leader plans is the issue of the non-realization of rural leader plans, which, due to their lack of realization and failure to meet the needs of the village residents, has created problems and issues that It has caused the migration of people from the village to the city, and while the villages are being settled, the immigrant population has added to the problems of the city.
In the current situation, there are issues such as inconsistency in the laws and rural organizations of the country, lack of vertical communication between the Hadi plan and other projects, lack of ideological foundations and weak methodological grounds, lack of financial facilities for the implementation of the Hadi plan, poor adaptation of the plan to the needs of the beneficiaries, as well as lack of flexibility. The plans have made it difficult to research and implement rural leader projects.
In this context, the issue of land use becomes more apparent. Therefore, questions such as the degree of realization of Hadi projects in villages, the influencing factors in the realization of land uses are raised, and achieving optimal policies that maximize the realization of Hadi projects is one of the goals of the research. According to the above, the upcoming research has been prepared in 5 chapters. As in the first chapter, the framework of the research has been compiled and things such as statement of the problem, necessity of the research, research questions and objectives, research process and method, and the background of the research have been explained in detail. Next, in the second chapter, theoretical foundations have been collected in line with the problem in question.
In the theoretical basics chapter, after presenting the definitions of the words, the historical course of the rural guide plans, experts' point of view, the necessity of the rural guide plan, land use classification model, land use theories, relevant views and domestic and global experiences have been studied. In the third chapter, the current situation is examined in two stages. In the first stage, the information of the existing situation in the available documents has been collected, and in the second part, with the field observations, the information and the feasibility of the uses in the sample villages have been measured, which is presented in the form of tables and pictures.
Also, in the fourth chapter, by preparing a questionnaire, information has been gathered and interviews with residents and experts have been done in order to gather more specialized information related to the factors of realization of rural leader projects. In the end, according to the results of the questionnaire and the impressions made, the reasons and issues that have been identified in the implementation of Hadi projects in the sample villages, according to the aforementioned results, in the fifth chapter, the purpose, strategy, and appropriate policies have been presented.
