سامانه حمل و نقل ريلي نقش مهم و حياتي در توسعه اقتصاد كشورها دارد. اين سامانه در طول زمان بر اساس شرايط بهره‌برداري و شرايط آب و هوايي فرسوده مي¬شود و نياز به تعمير و نگهداري دارد. در صورت كم توجهي به اين موضوع، ايمني و تردد قطارها به خطر مي‌افتد. بنابراين براي نگهداري خط در سطح كيفي مناسب ناچار به تعمير و نگهداري خط خواهيم بود. اين عمليات سهم بزرگي از هزينه‌هاي راه‌آهن در هر كشوري از جهان را به خود اختصاص مي¬دهد. در كشور ايران پس از شروع به كار سيستم حمل¬و¬نقل ريلي در ابتدا فرآيند تعميرونگهداري خط وابنيه راه¬آهن به صورت اماني و توسط كارگران و تجهيزات متعلق به راه¬آهن دولتي انجام مي¬شد. سپس با توسعه شبكه-هاي¬ريلي و تغيير رويكرد¬هاي مديريتي اين مهم در قالب رويكرد برون¬سپاري صورت گرفت. برون¬سپاري رويكردي است كه با واگذاري عمليات بهره¬برداري و تعميرونگهداري در سطوح گوناگون به پيمانكاران خارج از سازمان واگذار مي¬شود. اين رويكرد با بكارگيري يك سامانه نظارت بر انجام عمليات¬ها تحقق مي¬يابد. رويكرد برون¬سپاري مي¬توانديكي ازعوامل مهم در كاهش هزينه¬هاوبهبود سطح كيفيت در صنعت راه¬آهن باشد. همچنين نظارت مداوم و مستمربر عملكرذ پيمانكاران يكي ازموضوعات بسيار مهم در رويكرذ تعميرونگهداري بوذه كه ذر اين پذوهش به ان پرذاخته شذه است. هدف از انجام اين پژوهش تحليل رويكرد برون سپاري با تمركز بر قرارداد تعميرونگهداري خط وابنيه راه آهن شمال ()2 در راستاي دستيابي به روش¬هاي مناسب به منظور كاهش هزينه¬ها، و ارتقا كيفيت مطلوب مورد نظر كارفرما (راه¬آهن جمهوري اسلامي ايران )، مي¬باشد. و موضوعاتي همچون وظايف پيمانكار، نوع قرارداد تعميرونگهداري، استراتژي هاي استفاده شده، نوع بازرسي و شاخص هاي مورد تاكيد مورد بررسي قرار گرفته شده است. در نهايت بندهايي از قرارداد اصلاح شده و پيشنهاد شده بخش¬هايي از قرارداد حدف شود.

.Rail transportation system plays an important and vital role in the economic development of countries. This system wears out over time based on operating conditions and weather conditions and needs maintenance. If this issue is neglected, the safety and traffic of trains will be endangered. Therefore, in order to maintain the line at a suitable quality level, we will have to repair and maintain the line. This operation accounts for a large share of the railway costs in any country in the world. In the country of Iran, after the start of the railway transportation system, at first, the process of repairing and maintaining the railway line and infrastructure was carried out by the workers and equipment belonging to the state railway. Then, with the development of the high-rail network and the change of management approaches, this was done in the form of an outsourcing approach. Outsourcing is an approach that is given to contractors outside the organization by delegating operation and maintenance operations at various levels. This approach is realized by using a system for monitoring operations. The outsourcing approach can be one of the important factors in reducing costs and improving the quality level in the railway industry. Also, the continuous monitoring of contractors' work is one of the most important issues in the repair and maintenance process, which is the focus of this work. The purpose of this research is to analyze the outsourcing approach with a focus on the maintenance and maintenance contract of the Northern Railway (2) in order to achieve appropriate methods in order to reduce costs and improve the desired quality desired by the client (Islamic Republic Railways). Iran), is And issues such as contractor's duties, type of maintenance contract, used strategies, type of inspection and emphasized indicators have been investigated. Finally, clauses of the contract were amended and some parts of the contract were proposed to be targeted.
