يكي از اصلي‌ترين راه‌هاي توسعه اقتصادي، توسعه نوآوري¬‌هاي فناورانه است. حمايت‌هاي ارائه‌شده توسط دولت و سياست‌هاي اتخاذشده براي پيشرفت‌هاي فناوري از موضوعات مهم در زمينه‌ي سياست¬گذاري فناوري و نوآوري است. پژوهش حاضر ضمن تعيين الگو و پارامترهاي اساسي و زيربنايي همكاري بازيگران اصلي، به نقش سياست‌هاي حمايتي و مداخلاتي دولت مي‌پردازد. در ابتدا با برخي از متخصصان و خبرگان مصاحبه گرديد. مصاحبه¬ها با استفاده از روش تحليل محتوا بررسي گرديده و پارامترهاي مهم و تاثيرگذار الگوي همكاري و به تبع آن تعيين سياست مناسب حمايتي و مداخلاتي دولت براي اجراي همكارانه پروژه هاي كلان توسعه فناوري با محوريت پروژه ده گروه كالايي راهبردي صنعت نفت احصا گرديدند و الگوي همكاري نهادهاي سياست¬گذار و بازيگران اصلي پروژه طراحي گرديد. سپس از اين پارامترها به عنوان ورودي براي مدل‌سازي كمي با استفاده از نظريه بازي¬هاي تكاملي بهره گرفته شد. رفتار بلندمدت بخش‌هاي دولتي و خصوصي به‌عنوان دو بازيگر اصلي، توسط تئوري بازي تكاملي مورد تجزيه‌وتحليل قرار گرفت و سياست¬ها و استراتژي¬هاي آن‌ها با استفاده از تابع‌هاي تعريف‌شده و همچنين اعداد و ارقام پروژه ده گروه كالايي بدست آمده از مصاحبه¬ها و بررسي اسناد و مدارك، از طريق نرم‌افزار، محاسبه و تحليل شد. نتايج مطالعه موردي نشان مي‌دهد كه رويكرد اصلي دولت بايد نظارت قانوني باشد، اگرچه حداقل سياست‌هاي تشويقي تعريف شده در پروژه نيز بايد اعمال شود. تجزيه‌وتحليل حساسيت برخي از پارامترهاي اصلي و ميزان تاثير آن بر روي سياست دولت نيز صورت گرفت. سياست دولت بايد مبتني بر آماده‌سازي سازوكارهاي تشويقي در سطح مناسب و سپس نظارت دقيق قانوني باشد كه منجر به توسعه فناوري با همكاري طرفين و به حداقل رساندن تأثير مشكلات ساختاري گردد

cooperation modelling of effective institutions in the development of the knowledge-based economy in the petroleum industry (case study of ten commodity groups project)

One of the main ways of economic development is the development of technological innovations. The support provided by the government and the policies adopted for technological advances are important issues in the field of technology and innovation policy. The current research, while determining the pattern and basic and underlying parameters of the cooperation of the main players, deals with the role of the government's support and intervention policies. At first, some specialists and experts were interviewed. The interviews were analyzed using the content analysis method, and the important and influential parameters of the cooperation model and, accordingly, determining the appropriate support and intervention policy of the government for the collaborative implementation of large-scale technology development projects centered on the project of the ten strategic product groups of the oil industry were calculated and the model The cooperation of policy-making institutions and the main actors of the project was designed. Then these parameters were used as input for quantitative modeling using the theory of evolutionary games. The long-term behavior of the public and private sectors as two main actors was analyzed by evolutionary game theory, and their policies and strategies were analyzed using defined functions as well as the numbers and figures of the ten commodity groups project obtained from interviews and surveys. Documents were calculated and analyzed through software. The results of the case study show that the main approach of the government should be legal supervision, although the minimum incentive policies defined in the project should also be applied. The sensitivity analysis of some of the main parameters and its impact on the government policy was also done. The government's policy should be based on the preparation of incentive mechanisms at the appropriate level and then strict legal supervision that will lead to the development of technology with the cooperation of the parties and minimize the impact of structural problems.
