امروزه يكي از حوزه هاي دانشي مديريت پروژه كه تقريبا در تمامي استانداردها و روش هاي ارائه شده مورد توجه قرار گرفته، حوزه مديريت ريسك است. مديريت ريسك شامل فرآيند برنامه ريزي مديريت ريسك، شناسايي، طبقه بندي، ارزيابي ريسك، واكنش به ريسك و كنترل و اجراي برنامه مديريت ريسك مي¬باشد و الزاماتي را در بدنه سازمان و نيز بدنه مديريت پروژه ايجاد مي¬نمايد كه منجر به مديريت و نظارت هر چه بهتر بر مخاطراتي كه پروژه در معرض آنها قرار دارد خواهد گرديد و سعي بر آن دارد تا تاثيرات اين مخاطرات را به طور كامل از ميان برده و يا به حداقل برساند. فرآيندهاي اكتشاف، توسعه و توليد در صنعت نفت همواره با عدماطمينان و ريسكهاي متعددي از جمله ريسكهاي زمينشناسي و فني، اقتصادي، سياسي و حقوقي همراه ميباشند. تصميمگيري جهت سرمايهگذاري در ميادين نفت و گاز بهدليل عدم قطعيتهاي فراوان، با ريسك بالايي مواجه است. از سوي ديگر، به دليل بلندمدت بودن قراردادهاي بالادستي نفت و گاز، نوسانات عوامل مختلف از جمله هزينهها، قيمت نفت و گاز و متغيرهاي اقتصادي مانند نرخ تورم در طول عمر پروژه زياد و غيرقابل پيشبيني است. از اين رو هدف پژوهش حاضر، شناسايي و اولويت¬بندي ريسك در پروژه هاي نفت و گاز مبتني بر رويكرد تصميم¬گيري چندگانه مي¬باشد. در اين تحقيق به شناسايي و تعيين ميزان اهميت ريسك در پروژه هاي نفت و گاز، به اولويت¬بندي ريسك¬هاي مورد مطالعه مبتني بر رويكردهاي تصميم¬گيري چندگانه پرداخته خواهد شد. نتايج نشان مي¬دهد كه شاخص نوسانات قيمت نفت داراي بيشترين وزن 0.093 و بيشترين اهميت بين تمام شاخص¬هاي مساله مي¬باشد. همچنين شاخص تغييرات عرضه و تقاضا رتبه دوم را با وزن نرمال 0.087 به خود اختصاص داده است.

Risk identification and prioritization in oil and gas projects based on multiple decision-making approach (Case study: Handijan upstream project)

Nowadays, one of the scientific fields of project management, which is considered in almost all the standards and methods presented, is the field of risk management. Risk management includes the planning process of risk management, identification, classification, risk assessment, response to risk and control and implementation of the risk management program, and it creates requirements in the body of the organization as well as the body of the project management, which leads to management and The risks that the project is exposed to will be monitored as best as possible and it will try to completely eliminate or minimize the effects of these risks. Exploration, development and production processes in the oil industry are always accompanied by uncertainty and numerous risks, including geological and technical Economic, political and legal risks. Deciding to invest in oil and gas fields is high risk due to many uncertainties. On the other hand, due to the long-term nature of upstream oil and gas contracts, the fluctuations of various factors such as costs, oil and gas prices, and economic variables such as the inflation rate during the life of the project are high and unpredictable. Therefore, the purpose of this research is to identify and prioritize risk in oil and gas projects based on multiple decision making approach. In this research, identifying and determining the importance of risk in oil and gas projects, prioritizing the studied risks based on multiple decision-making approaches will be done. The results show that the index of oil price fluctuations has the highest weight of 0.093 and the most importance among all the indicators of the problem. Also, the index of supply and demand changes ranks second with a normal weight of 0.087.
