Introduction: Cities serve as human living spaces, necessitating appropriate management plans for their development. In recent years, urbanization has been on the rise globally, leading to the formulation of management plans based on various principles and theories. In Iran, urban development has also been accompanied by the introduction of comprehensive plans based on Western foundations and standards. However, evaluations indicate that urban development plans in Iran have failed to achieve their expected outcomes and goals. The experience of implementing the 1386 Tehran Comprehensive Plan, even after approximately 15 years, still falls short of its objectives, as revealed by conducted evaluations. This underscores the significance of examining the implementation system of the 1386 Tehran Comprehensive Plan and emphasizes the necessity of addressing this issue.
Goals: The primary aim of this study is to propose an executive management model for urban development plans in Iran, specifically focusing on the case study of the 1386 Tehran Comprehensive Plan. The study aims to identify the main factors contributing to the inefficiency of urban plans and analyze the challenges associated with their implementation. Furthermore, based on the insights gained regarding the causes and challenges, the study seeks to propose suitable strategies to prevent and address these issues. Ultimately, an executive management model is suggested, which can enhance and optimize the process of implementing urban development plans in Iran.
Methodology: This research is an applied study that employs a pragmatic paradigm and an inductive approach. The primary research strategy is quantitative-exploratory, with the aim of proposing solutions related to the subject matter. The case study for this research is the 1386 Tehran Comprehensive Plan, and data collection involved utilizing library documents, conducting interviews, and developing questionnaires. The data analysis phase involved the use of SPSS software, as well as analytical methods such as factor analysis and the Delphi method.
Results and conclusion: In this research, through an exploratory factor analysis process on the identified 30 indicators, the main and significant factors for the implementation of the 1386 Tehran Comprehensive Plan have been identified. Subsequently, using a Delphi panel, solutions have been proposed to mitigate the impact of these identified factors. Finally, by combining the conducted studies, the results of the factor analysis, and the identified solutions, a final model for the implementation and feasibility of the 1386 Tehran Comprehensive Plan has been presented. This model consists of five implementation phases, considering the seven main factors and eight introduced solutions, enabling the successful and proper execution of the comprehensive plan and other urban development projects in Tehran.
