چكيده موضوع پدافند غير عامل در جهان هستي ا قدمتي به اندا ه تاريخ ندگي انسان برخوردار است. انسان هاي اوليه براي در امان ماندن ا خطر تهاجم حيواناب و تهديداب پيراموني خود به غارها و بالاي درختان و ديگر مأمن هاي طكيخي پناه مي بردند ب با متمدن شدن تدريجي جوامع بشري و شكل گيري ندگي شهريب احساس نيا به امنيت بيشتر گرديد و جوامع شهري براي ايجاد امنيت و حفاظت شهر ا تهاجم دشمنان ب اقدام به ساخت و احداث دژهاب قلخه ب حصارب خند ب ديوارها و موانع دفاعي در پيرامون شهرها نمودند. ا مهم ترين موضوعاتى كه در هنگام طراحى و برنامه ريزى شهرها براى فراهم نمودن ايمنى و امنيت هر چه بيشتر شهروندان و كاهش بحران در شهرها بايد مد نظر قرار گيردب رعايت م حظاب و اصول پدافند غير عامل براى كاستن ا آثار مخرب بحران ها مى باشد. تدوين چهارچوب طراحي شهري ظرفيت هايي هستند كه در آن براي موضوعاب مهم مديريت شهري ا قكيل نظام كاربري ها و حمل ونقل برنامه ريزي مي شودب مرور اين طر) ها نشان مي دهد كه مكاحث دفاعي و امنيت شهر در آن سهم قابل م حظه اي ندارد. هدف اصلي ا پژوهش حاضر با شناسي و تدوين اهداف و راهكردهاي پدافند غيرعامل در طر) هاي توسخه شهري در طر) راهكردي ب ساختاري )جامع( است. يافته هاي تحقيق نشان مي دهد كه جايگاه مطلوب پدافند غيرعامل در طر) هاي توسخه شهري در يكپارچه سا ي نهادي و برنامه اي سياستي ميان اين دو موضوع استب اهداف و راهكردهاي پدافند غيرعامل در طر) هاي توسخه شهري نيز در چارچوب موضوعاب كليدي پيشرو پدافند غيرعامل در طر) هاي توسخه شهري تدوين شده اند. در اين پژوهش نخست به بيان شاخص عوامل تاثيرگذار بر پدافند غير عامل و چهارچوب طراحي شهري پرداخته شده و سپس بر اساس آن نسكت به تخيين واولويت بندي شاخص هاي آنها براساس يافته هاي ميداني و با استفاده تجزيه و تحليل آنها با استفاده ا روش سوابب به ارائه الگو وتحليل راه كارهاي رسيدن به پدافند غير عامل مطر) شده است.

The main objective of this research is to identify and formulate passive defense goals and strategies in urban development plans in a strategic, structural (comprehensive) plan.
