In this research, which consists of five chapters, the researcher aims to analyze the role of policy laboratories in the development of digital economy policies, focusing on financial technologies, which have been studied by the scientific policy research center of the country, considering its position and importance in the country's policy making. Therefore, first, by identifying technology policy experts who were fully familiar with the field of digital economy, they were selected using the snowball method, and then through open interviews, their opinions were collected in the field of technology policy in the digital economy. In order to identify the effective factors, thematic analysis method was used, and 66 primary codes identified among 435 parts of the interviews by open coding, and 8 categories were obtained from the 66 primary codes in axial coding. Then, it was analyzed with MAXQDA software. The role of the categories "policy and general strategies of digital laboratories" and "macro government factors" were shown very strongly.
Finally, the findings show that the theme of policy and general strategies of digital labs with the number of 107 assigned codes has been repeated the most. Obstacles to the development of policy laboratory with 105 codes are in the second place. Macro-government agents are in third place with 103 codes. Out of the total number of interviewees, 100% of them mentioned the theme of policy and general strategies of digital laboratories as well as macro-government agents. Therefore, the theme of policy and general strategies of digital laboratories, in addition to the number of repetitions of codes, was also prioritized in terms of generality and comprehensiveness among the respondents, which shows the importance of this theme.
