در اين تحقيق ، محقق در صدد تحليل نقش آزمايشگاههاي سياستي در سياستگذاري توسعه اقتصاد ديجيتال با تمركز بر فناوريهاي مالي مي باشد. با توجه به اينكه پژوهش هاي موجود اغلب به بررسي آزمايشگاههاي سياستي متمركز شده و تاكنون در خصوص تحليل نقش آزمايشگاههاي سياستي در سياستگذاري توسعه اقتصاد ديجيتال با تمركز بر فناوريهاي مالي پرداخته نشده است ، لذا موضوع اين پژوهش به عنوان موضوعي جديد در عرصه سياستگذاري توسعه اقتصاد ديجيتال با تأكيد بر فناوريهاي مالي است كه مي تواند در حوزه تخصصي مربوط بسيار موثر و كاربردي باشد. مورد مطالعه در اين پژوهش مركز تحقيقات سياست علمي كشور با توجه به جايگاه و اهميت آن در سياستگذاري كشور است. لذا ابتدا با شناسايي خبرگان سياستگذاري فناوري كه آشنايي كاملي با حوزه اقتصاد ديجيتال داشتند با استفاده از روش گلوله برفي انتخاب و سپس از طريق مصاحبه باز، نظرات آنها در حوزه سياستگذاري فناوري در اقتصاد ديجيتال جمع آوري گرديد. به‌منظور شناسايي عوامل موثراز روش تحليل مضمون بهره گيري شد.دركد گذاري باز از 435 بخش از متن مصاحبه ها 66كد اوليه استخراج شد و در كد گذاري محوري 8 مقوله از 66 كداوليه به عنوان خروجي بدست آمد.سپس با نرم افزار MAXQDA مورد تحليل قرار گرفت. نقش مقولات" سياست و استراتژي هاي كلي آزمايشگاه هاي ديجيتالي" و" عوامل كلان دولتي" بسيار پررنگ نشان داده شد. در نهايت يافته ها نشان مي دهدكه مضمون‌ سياست و استراتژي هاي كلي آزمايشگاه هاي ديجيتالي با تعداد 107 كد تخصيص يافته بيشترين تكرار را داشته است. موانع توسعه آزمايشگاه سياستي با تعداد105 كد در رتبه دوم مي باشد. عوامل كلان دولتي با 103 كد در رتبه سوم قرار دارد از تعداد كل مصاحبه شوندگان 100 درصد آنها به مضمون‌ سياست و استراتژي هاي كلي آزمايشگاه هاي ديجيتالي و نيز و عوامل كلان دولتي اشاره نمودند. بنابر اين مضمون‌ سياست و استراتژي هاي كلي آزمايشگاه هاي ديجيتالي، علاوه بر تعداد تكرار كدها، از نظر عموميت و فراگيري در پاسخگويان نيز در اولويت بوده كه نشان از اهميت اين مضمون‌ مي باشد.

Analysis of the role of policy laboratories in the development of digital economy policies with a focus on financial technologies

In this research, which consists of five chapters, the researcher aims to analyze the role of policy laboratories in the development of digital economy policies, focusing on financial technologies, which have been studied by the scientific policy research center of the country, considering its position and importance in the country's policy making. Therefore, first, by identifying technology policy experts who were fully familiar with the field of digital economy, they were selected using the snowball method, and then through open interviews, their opinions were collected in the field of technology policy in the digital economy. In order to identify the effective factors, thematic analysis method was used, and 66 primary codes identified among 435 parts of the interviews by open coding, and 8 categories were obtained from the 66 primary codes in axial coding. Then, it was analyzed with MAXQDA software. The role of the categories "policy and general strategies of digital laboratories" and "macro government factors" were shown very strongly. Finally, the findings show that the theme of policy and general strategies of digital labs with the number of 107 assigned codes has been repeated the most. Obstacles to the development of policy laboratory with 105 codes are in the second place. Macro-government agents are in third place with 103 codes. Out of the total number of interviewees, 100% of them mentioned the theme of policy and general strategies of digital laboratories as well as macro-government agents. Therefore, the theme of policy and general strategies of digital laboratories, in addition to the number of repetitions of codes, was also prioritized in terms of generality and comprehensiveness among the respondents, which shows the importance of this theme.
