هزينه‌هاي ايمني و بهداشت شغلي به ويژه هزينه‌هاي اجباري پيشگيري از حوادث كه رعايت آن‌ها يك الزام از سوي آيين‌نامه است، سرمايه‌گذاري‌هاي ارزشمندي هستند. هم‌چنان به خوبي درك نشده است چگونه از اين هزينه‌ها در صنعتي كه به طور سنتي ساختاري براي ترجيح سود بر ايمني دارد، به بهترين وجه استفاده شود. كارفرمايان و پيمانكاران صنعت ساخت به بستن قراردادها بر اساس كمترين هزينه و نه بهترين ارزش مي‌پردازند. به همين علت لازم است پيامدهاي بي‌توجهي به الزامات ايمني در پروژه‌ها مورد بررسي قرار گيرد و با ارائه توجيهات اقتصادي، بتوان كارفرمايان و پيمانكاران را براي ايجاد يك محيط كاري ايمن ترغيب كرد. پژوهش‌هاي فراواني در زمينه لزوم سرمايه‌گذاري‌هاي ايمني در كشورهاي مختلف انجام شده است. با توجه به تفاوت ويژگي‌ها و مقررات صنعت ساخت كشورهاي مختلف، ضروري است اين پژوهش‌ها با توجه به قوانين و الزامات هر كشور انجام شود. در همين راستا در اين پژوهش روش موجهي براي برآورد بازدهي سرمايه‌گذاري در ايمني با توجه به قوانين و الزامات صنعت ساخت كشور ايران ارائه شده است. براي اين منظور چك‌ليستي از ضوابط مبحث دوازده مقررات ملي ساختمان كه در صورت عدم رعايت مي‌توانند حوادث سقوط از ارتفاع را در پي داشته باشند، تهيه شده است. چك‌ليست براي شش كارگاه ساختماني در شهر تهران از طريق مشاهدات ميداني و مصاحبه با مسئول ايمني و بهداشت شغلي تكميل شده است. سپس با بهره‌گيري از دانش و تجربه گروهي از متخصصين صنعت ساخت، حوادث محتمل در هر كارگاه با توجه به چك‌ليست‌هاي تكميل شده مشخص شدند. در نهايت با محاسبه هزينه‌هاي ايمني در شرايطي كه كليه الزامات در سطح مطلوب آيين‌نامه رعايت مي‌شوند، هزينه‌هاي ايمني الزاماتي كه در وضع موجود رعايت مي‌شوند و هزينه‌هاي حوادث محتمل، برآوردي از بازده سرمايه‌گذاري در ايمني حاصل شد. بر اين اساس هزينه‌هاي اجراي الزامات ايمني آيين‌نامه حداكثر 1/6 درصد از هزينه‌هاي ساخت پروژه را در بر مي‌گيرد. پيمانكاران و كارفرمايان با تصور كسب سود بيشتر از الزاماتي چشم‌پوشي مي‌كنند كه كمتر از 1 درصد هزينه‌هاي ساخت را شامل مي‌شوند. در حاليكه در معرض وقوع حوادثي قرار مي‌گيرند كه مي‌توانند تا 20 درصد هزينه‌هاي تمام شده پروژه را افزايش دهند. اين نتايج نشان مي‌دهند پيمانكاران و كارفرمايان با چشم‌پوشي از الزامات ايمني آيين‌نامه نه تنها سودي كسب نمي‌كنند بلكه متحمل ضرري چند برابري خواهند شد.

Providing a Framework for Estimating the Return on Investment in Safety by Employing Cost-Benefit Analysis

Occupational health and safety costs, especially mandatory accident prevention costs required by regulations, constitute valuable investments. It is still not well understood how to best utilize these costs in an industry that traditionally prioritizes profit over safety. Employers and contractors focus on closing contracts based on the lowest cost rather than the best value. For this reason, the consequences of neglecting safety requirements in projects need to be examined, and with the presentation of economic justifications, employers and contractors can be encouraged to create a safer work environment. Numerous studies have been conducted in the field of the necessity of safety investments in different countries. Given the divergent characteristics and regulations governing the construction industry globally, it becomes essential to conduct research tailored to the specific laws and requirements of each country. In this regard, a justified method for estimating the return on investment in safety has been proposed in this thesis, taking into account the laws and regulations of the construction industry in Iran. For this purpose, a checklist of the provisions of twelve national building regulations, which, if not followed, can lead to falling accidents, has been prepared. Through field observations and interviews with occupational health and safety officials, The checklist was completed for six construction sites in Tehran. Subsequently, leveraging the insights of a panel of experts in the construction industry, potential incidents were identified based on the completed checklists. Finally, by calculating the safety costs under conditions where all requirements are met at the desired level of the regulations, the safety costs of the requirements that are met in the current situation, and the costs of probable accidents, an estimate of the return on investment in safety was obtained. Based on this, the costs of implementing the safety requirements of the regulation include a maximum of 1.6% of the construction costs of the project. Contractors and employers ignore safety requirements with the assumption of earning more profit, which covers less than 1% of construction costs. While they are exposed to accidents that can increase up to 20% of the project costs. These results indicate contractors and employers not only fail to gain profits by disregarding safety regulations but also incur losses several times geater.
