Rapid urbanization has led to great challenges in sustainable urban development, including the reduction of environmental qualities in the city, the aggravation of air pollution and the emission of greenhouse gases, including carbon dioxide. Therefore, with the intensification of climate change, the concept of neighborhood sustainability, that one of its goals is reducing energy consumption and greenhouse gas emissions, has been considered. Nowadays, with the understanding of the need to use renewable energies, new concepts such as the zero-carbon approach have been emerged. These concepts are trying to minimize fossil energy consumption and replace it with renewable energy in cities. The zero-carbon approach, due to its novelty in urban planning discussions, does not have a specific place in Iran's plans and programs yet, and the sustainability of neighborhoods and the zero-carbon approach remains an unresolved issue.
According to the above, identifying the indicators of sustainable zero-carbon neighborhoods was adopted as the main goal of the research. In this regard, the definitions and history of sustainable neighborhoods have been explained first, and then the theories of urban planning and conceptual models related to sustainable neighborhoods have been mentioned. for this research, the literature review was used to extract indicators of sustainable neighborhood design from global research. These indicators were used to extract and conceptualize 27 indicators for a zero-carbon sustainable neighborhood design.
In the following, 27 final indicators have been examined and analyzed in the case study(Elm va Sanat neighborhood), which according to the findings of the research, the dimensions of the form and function are in the middle position with 58 and 52% of the qualities that needs to maintaining the advantages and improving the disadvantages. Also, the environmental dimension with 47% of the qualities requires suitable design suggestions. In order to achieve these goals, according to the status of each of the indicators, a design plan has been compiled and 3D comprehensive plan of the zero-carbon sustainable neighborhood of Elm va Sanat neighborhood has been presented.
