Cities are always the focus of environmental hazards due to their environmental concentration, and this problem is especially evident in the cities of developing countries. This problem has caused irreparable damage to the environment, so that the environment is considered as the most vulnerable area in the development of cities. Following such negative effects of unplanned growth and development on the environment, it is necessary to pay attention to the evaluation of environmental effects caused by development in urban development plans. Today, environmental impact assessment (EIA) is used in most projects and plans, but due to the limitations and small scale of its scope and the need to pay attention to the major effects caused by development strategies and policies, it is another level of environmental assessment. An environment with a strategic approach has been taken into consideration. The purpose of strategic environmental assessment (SEA) is to evaluate the effects of strategies and policies and to consider the cumulative effects of programs and plans, and it is currently used in many developed countries of the world. The main advantage of SEA is its attention to the goals and concepts of sustainable development, and in recent years, it has attracted the attention of development planners. Considering the strategic nature of SEA and the process of preparing urban development plans in the country, SEA has the appropriate adaptive power to be used in such plans, which is discussed in this research.
The current research was compiled with the aim of environmental evaluation of development strategies in a sample of this type of urban plans and has tried to evaluate the development strategies of the aforementioned plan by using this SEA evaluation method and its appropriate criteria. The results of this research show that the strategies of development plans, accounting for 54.77% of the total score, are at an average level of compliance with the goals of sustainable development. Of course, some of the criteria and sub-criteria show greater strength and weakness in comparison with the sustainable development approach using the SEA model, and the planning priorities have been determined according to them. The amount of sustainability index of the set of regional development plans strategies in terms of attention to the set of evaluation criteria and sub-criteria has been obtained as 4.93, which in comparison with the number 9, which is the maximum possible number, shows that the plan is at an average level of attention to sustainable development and SEA goals. That is, from the point of view of the set of effective factors in this study, the level of attention of the plan to sustainable development is about 54.77% of the total score, which is relatively favorable.
In order to reduce the environmental risks of the 22nd district of Tehran city and finally the metropolis of Tehran, it is necessary to evaluate and monitor the macro policies and implementation projects from top to bottom, because urban issues and problems are multifaceted, and any damage and disturbance, even brief and Negligible, it has short-term and long-term consequences on the city system, which can be moderated and managed with sufficient supervision in all decision-making stages until implementation.
