اين پژوهش با هدف بررسي و تحليل مديريت و برنامه‌ريزي راهبردي ابررويداد مذهبي اربعين حسيني، با تكيه بر مفهوم تمدن نوين اسلامي، تدوين شده است. اربعين به عنوان يك ابررويداد مذهبي بي‌نظير در جهان اسلام، ظرفيت‌هاي فرهنگي، اجتماعي، و سياسي عظيمي را در بستر جامعه اسلامي و جهاني ارائه مي‌دهد. از اين رو، نياز به ايجاد يك رويكرد مديريت راهبردي مبتني بر عمليات چند دامنه‌اي مشترك و نظام فرماندهي و كنترل، به منظور بهينه‌سازي فرآيندهاي اجرايي و هماهنگي بين‌المللي در اين رويداد، بيش از پيش احساس مي‌شود. در اين تحقيق، با استفاده از مفاهيم كليدي همچون تمدن و تمدن نوين اسلامي، به بررسي چالش‌ها و فرصت‌هاي موجود در مديريت اربعين پرداخته و راهكارهايي براي ارتقاي سطح هماهنگي، انسجام و كارآمدي در برنامه‌ريزي و اجراي اين ابررويداد ارائه شده است. تأكيد اصلي اين پژوهش بر اهميت توسعه يك نظام فرماندهي و كنترل مركزي و رويكردي هماهنگ براي مديريت چند دامنه‌اي شامل حوزه‌هاي امنيتي، خدماتي، فرهنگي، و اجتماعي است. يافته‌هاي تحقيق نشان مي‌دهد كه يك رويكرد راهبردي جامع، با محوريت عمليات چند دامنه‌اي مشترك و مديريت راهبردي، مي‌تواند به تحقق اهداف تمدن‌سازانه اربعين كمك كند و بستري براي توسعه تمدن نوين اسلامي فراهم آورد. در نهايت، نتايج اين پژوهش بر اهميت همكاري و هماهنگي بين‌المللي و بين‌المللي‌سازي مديريت اربعين تأكيد دارد.

Strategic Planning for Managing the Grand Annual Event of Arbaeen in Line with the Realization of the New Islamic Civilization

This research was compiled with the aim of investigating and analyzing the management and strategic planning of the Arbaeen Hosseini religious event, relying on the concept of modern Islamic civilization. Arbaeen, as a unique religious event in the Islamic world, offers huge cultural, social, and political capacities in the framework of the Islamic and global society. Hence, the need to create a strategic management approach based on joint multi-domain operations and command and control system, in order to optimize executive processes and international coordination in this event, is felt more and more. In this research, using key concepts such as civilization and modern Islamic civilization, the challenges and opportunities in the management of Arbaeen have been examined and solutions have been presented to improve the level of coordination, coherence and efficiency in the planning and implementation of this mega-event. The main emphasis of this research is on the importance of developing a central command and control system and a coordinated approach for multi-domain management including security, service, cultural, and social fields. The findings of the research show that a comprehensive strategic approach, centered on joint multi-domain operations and strategic management, can help to achieve the civilization-building goals of Arbaeen and provide a platform for the development of modern Islamic civilization. Finally, the results of this research emphasize the importance of international cooperation and coordination and internationalization of Arbaeen management.
