New models of urban development, such as the Creative City, have gained significant importance in recent years. The diverse and sometimes contradictory concepts arising from the intersection of creativity and urban dynamics necessitate a comprehensive analysis of the Creative City literature. In response, one objective of this research is to typify current research trends and identify the dimensions, components, and indicators of the Creative City model. To this end, a mixed-method systematic review of literature in Creative City was conducted. Based on qualitative analysis and systematic content examination, nine research themes were identified. Aligning these nine themes with clusters derived from quantitative analysis led to a mixed-method systematic review result, categorizing research trends into four types: elitist, product-oriented, problem-based, and comprehensive. In the subsequent phase, the cognitive levels of Creative City theory were established, and a conceptual framework was proposed through a comparative analysis of the findings. To minimize researcher bias in the selection and evaluation of academic documents, prominent global indicator-based texts were systematically reviewed, resulting in the identification of 31 key indicators. These indicators were then organized under nine components and three primary dimensions.
The second objective of this research is to present a theoretical model of the Creative City aligned with the culture and capacities of Iranian cities. To achieve this, expert interviews were initially conducted to refine and enhance the indicators extracted from the global literature. Subsequently, based on the perspectives of experts and through the use of the fuzzy Delphi multi-criteria decision-making method, non-essential and non-consensual indicators were eliminated, and key indicators were identified.
The third phase of this research structured the hypothesis that, given relatively uniform cultural foundations within a country, variations in urban capacities related to population may lead to differences in the feasibility of implementing the Creative City model across large, medium, and small cities within the same nation. In line with this, the fuzzy DEMATEL multi-criteria decision-making method was initially used to identify the factors with the highest levels of importance and impact. In the next step, an ANOVA statistical test was employed to compare the impact of each requirement on the implementation of the Creative City model across the three urban types. According to the research findings, based on population capacities in large, medium, and small cities of Iran, three types of Creative Cities are proposed: cultural-technological, cultural-policy oriented, and cultural-human centered.
