Due to the increase in population and the limitations in food production, ensuring food security has become one of the main challenges today. In this context, in recent years, various programs have been introduced in our country, which contract farming being considered a solution to implement the cultivation pattern. For this purpose, in order to regulate the market and prevent related disruptions, we have proposed a contract farming planning model. This model, which consists of two levels and is formulated based on the Stackelberg game, in the first level, the government seeks to minimize the budget related to this program and is responsible for regulating the market. In the second level, where there are contract farmers, they seek to maximize the income from the sale of their products at the price offered by the government. Due to the uncertainty in some parameters, a possibilistic approach has been used to address them. The model is then transformed into a single-level linear model using KKT conditions and linearization methods. The model's results have been examined and eva‎luated using a case study involving three crops: barley, wheat, and canola in Qom province. The results indicate that using this approach increases farmers' participation in the contract farming program, which leads to a reduction in imports and related costs for the government, and with increased domestic production, a better performance towards self-sufficiency is achieved.
