Digital transformation an‎d the necessity of responding to multiple stakeholders are steering the banking network toward new governance paradigms. This study aims to propose strategies for enhancing participatory governance in Iran’s banking system through the application of artificial intelligence, seeking to address the strategic need to keep pace with this paradigm shift. Adopting a two‑stage qualitative approach, the research provides an in‑depth analysis of the subject. In the first stage, a systematic literature review of 130 selec‎ted articles was conducted to map the theoretical knowledge an‎d existing conceptual gaps. In the second stage, semi‑structured interviews with 10 senior experts from the banking industry an‎d the country’s technology ecosystem were carried out to extract field data an‎d operational viewpoints. Data analysis in both stages employed thematic analysis an‎d coding based on the SOAR conceptual framework (Strengths, Opportunities, Aspirations, Results). Key findings, obtained through cumulative an‎d comparative analysis of theoretical an‎d field data, reveal a significant “paradigmatic gap”: a positive divergence in the “Strengths” dimension an‎d a negative divergence in the “Results” dimension indicate that academic discourse focuses on capacity building, while operational priorities lie in achieving tangible outcomes. The final output of the research is the presentation of an “integrated an‎d dynamic strategic framework” based on SOAR, which charts the roadmap for transitioning to participatory governance through a four‑phase cycle: the Foundational Empowerment phase (Strengths), the Focused Value‑Creation phase (Opportunities), the Vision‑Driven Alignment phase (Aspirations), an‎d the Adaptive Measurement & Learning phase (Results). As a strategic theory, this framework enables policymakers an‎d banking managers to leverage artificial intelligence purposefully, thereby realizing transparency, accountability, an‎d effective stakeholder participation.
