Abstract
Many different variables affect demand, distribution, mode choice and
route choice of transport. However, the core variable is travel time, and
hereby values of time (VOT). Saving in travel time is almost always the
major benefit that accrues from investment in the transport sector.
Accordingly, a through estimating of VOT is fundamental in order to be
able to meld the traffic and economic appraisal of different policy
regarding transport.
Various methods were established to estimating the value of time (VOT)
which every one of them depend on their basis and beneficial of each
method is differ.
This thesis studies the various method of evaluating the VOT and
proposes improvement for them and then constructs the related model for
calculating the amount of parameter.
Production based-method (PBM), cost of time (COP), maximizing utility
with revealed preferences data (RP) and method based on stated
preferences (SP) include transfer price (TP) and contingent validation
(CV), are five methods, which considered in this research. Also, in this
thesis the effects of socio-economic and travel variables on VOT is
studied. At the end, each of these methods evaluate with considering to
the purpose of project.
The case study of this research was done in Kermanshah city, the biggest
city of west of Iran, on 2003.Data collection, sampling, interview and
polling are some other activities were done to obtain the goal of study.
Conclusion of study indicated that the amount evaluated of VOT is
depending on the type of method and specification of model. The result
of TP, CV and RP methods are more precise and confident but PBM and
COT evaluated parameter more quick and approximated.
However, the study shows that educated people, car ownerships, men,
adult and people who have more income have more value of time than
other similar groups. Value of time depends on the mode of travel, the
amount of time saving and purpose of trip too.
