Abstract : Effective foreign trade in economy development has been paid attention by economic researchers from last time . decreasing incomes from exporting oil and much fluctuation of prices , increasing country population , decreasing purchase power from oily incomes , finishing sources oil have been understood for long time , these factors are caused that politicians and programmers are informed which promoting non oil exports and get rid of being economy of oil single product are unavoidable . The aim of present research is to study effective factors in promoting mazandaran export and knowing obstacles and presenting solution ways . so questionnaire between people and export experts and clear- sighted people and instructors and province industry owners were distributed . Province export status was studied during last years . It is certain that passing in promoting non oil exports depend on answering available problems . Being various regulation and rules , unsuitable commerce structure with intended aims , little time duration and export contraction , domestic market attractions are the most important factors in export promotion. Because there are potentialities to export in province , the following factors can be caused to promote export ; doing policies as intermediary goods , increasing to do undertaking . providing and notifying export regulation and laws on time , giving essential options to collect regulation and laws in accordance with private condition in every province. Establishing and supporting unions and export co operations , creating good policies and promoting in export promotion , presenting duty-free , giving promotion facilities to receive various licenses in industry ,giving special facilities in various industries as foodstuff and packing section from sorting system .
