Abstract
Investigation of the country’s infrastructure function, which is in the
form of trench technique, indicates that these networks are not being used at
the optimal level during the operations. Therefore, special attention has been
given to the other administrative alternatives. A Common Utility Canal
(CUC) as a substantial and coordinated executive method has drawn special
attention as an alternative to restore the networks. Using a computer
package called, “Expert Choice”, the study examines and analyzes how the
administrative priorities of these alternatives can be determined.
Consequently, the paper suggests appropriate methods of analysis and the
selection of plans subsequent to the decision made in regard to the
determination of infrastructure plans. Economic analysis and multiplecriteria-
decision-making process method are considered as examples of
these techniques. The paper also examines the historical city of Bam, which
has been destroyed by the earthquake, to scrutinize different administrative
approaches of possible infrastructure restoration of the City. Finally, the
paper identifies the existing quantitative and qualitative criteria, and
suggests an Analysis Hierarchy Process (AHP) as a suitable method to
restore the city’s infrastructure.
